RDOS 2024-2028 Five Year Financial Plan Bylaw 3053, 2024

Bylaw No. 3053, 2024, being a bylaw of the Regional District of Okanagan-Similkameen to establish the 2024-2028 Financial Plan, was read a third as amended and adopted on Thursday, March 7, 2024.

On Thursday, February 15, 2024, the Regional District hosted an electronic public meeting to provide information and gather feedback on Draft Budget 2024.

Draft Budget 2024 was reviewed by the RDOS Board at two workshops held on December 6 and December 14, 2023.

Draft Budget 2024 was read a first time on Thursday, January 18, 2024, during the RDOS Board of Directors meeting.

Finance Department
The Regional District of Okanagan-Similkameen finance department is responsible for the preparation of the annual operating budget that establishes the tax rate for each service the Regional District provides. In addition to taxation, there are local services such as water, sewer and garbage which are funded through the use of user fees.

    The Regional District does not directly collect taxes. The Provincial Government Agents office is responsible for the collection of taxes in the rural areas of British Columbia. Municipalities collect the regional district taxes directly from citizens within their boundaries.

    Certain local services are not included in this list as they do not extend over the entire electoral area. Examples of these types of services are fire protection, sterile insect release and Okanagan Basin Water Board.

    Budget 2022

    The Regional District of Okanagan-Similkameen 2022-2026 Five Year Financial Plan Bylaw 2953, 2022 was read a third time as amended, and adopted during the March 3, 2022 Board of Directors meeting.

    2022 marks the first year capital and operating expenses are divided into two separate budgets. This step creates a baseline budget to ensure operating expenses are consistent. RDOS Manager of Finance Jim Zaffino introduced a recommendation to the Board that no capital projects are to be funded directly from taxes.

    Okanagan Similkameen Regional Hospital District (OSRHD)
    The Okanagan Similkameen Regional Hospital District Five Year Financial Plan Bylaw 169, 2022 was read a third time and adopted during the February 17, 2022, OSRHD Board of Directors meeting.

    Fees and Charges Bylaw
    The RDOS Fees and Charges Bylaw 2955, 2022 was adopted during the Board of Directors meeting on March 17, 2022. The RDOS Board establishes fees and charges for various Regional District services and information. In accordance with the Local Government Act Section 397 (imposition of fees and charges and Section 462 (fees related to applications and inspections), the Regional Board establishes fees and charges which reflect cost recovery for services and information provided. The Fees and Charges Bylaw is posted annually on the RDOS website.
