Wharf Park Concept Plan

Project Update (April 2024):

The project will be moving ahead with a revised scope for 2024/2025. The scope revisions were necessary to maximize the current project budget.

Project Background:

Wharf Park, established at the site of an old CPR train dock, is a popular lakefront amenity in Electoral Area “E” (Naramata). It is one of three public beachfront parks in the community. In 2016, the RDOS acquired adjacent properties in order to expand Wharf Park. The acquired properties include the site of an old packinghouse building on the north side of 1st Street and the site of the former Country Squire restaurant on the south side of 1st Street. The intent of the project is to unify and upgrade the parcels of RDOS parkland and to expand this community amenity.

Project Location:

The project is located at the intersections of 1st Street, Anna Avenue and 3rd Street, in the community of Naramata, British Columbia.

Recap of the Public Consultation Process:

  • October 2017, RDOS seeks community input regarding potential 1st Street road closure and enhancements of Wharf Park.
  • 2017/2018, Shoreline flooding and damage interrupts public engagement process.
  • March 2019, Preliminary concept design presented to Naramata Parks and Recreation Commission, member comments received.
  • May 2019, Public meeting held to receive input to inform the concept design.
  • June 2019, Final concept completed and presented to the Naramata Parks and Recreation Commission.
  • January - May 2023, received Ministry of Transportation approval/permit, completed road realignment design, received provincial approval for work near Okanagan Lake and coordinated design work for relocation of utilities.
  • May - November 2023, installed new storm drain system, coordinated the relocation of overhead and subsurface utilities, constructed the new alignment of 3rd Street, closed 1st Street, removed the concrete slab (once the floor of the old packing house) and completion of a detailed park landscape design.

2024/2025 Project Scope:

Generally, the work will consist of:

  • Import and placement of fill and suitable sod substrate material necessary to realize the site grading as outlined within the detailed landscape design plans.
  • Installation of new irrigation system.
  • Placement of sod.
  • Installation of perimeter fencing.
  • Fabrication and installation of park signage.
